According to the 2000 Census, Tangipahoa Parish, Louisiana has a population of 100,588 people. Of those, 70,175 (70%) are White, 28,519 (28%) are Black, and 1,536 (2%) are Latino[1]. However, 537 (or 1% of the 100,588 people) are not residents by choice but are people in prison.

Even though prisoners cannot participate in the local community, the Census Bureau nevertheless counts them as residents of the county where they are incarcerated.

A more accurate description would not include the prisoners. This would give Tangipahoa Parish a population of 100,051 with a demographic that is 70% White, 28% Black, and 2% Latino.
