Lincoln County, Arkansas

According to the 2000 Census, Lincoln County, Arkansas has a population of 14,492 people. Of those, 9,402 (65%) are White, 4,771 (33%) are Black, and 263 (2%) are Latino[1]. However, 3,017 (or 21% of the 14,492 people) are not residents by choice but are people in prison.

Even though prisoners cannot participate in the local community, the Census Bureau nevertheless counts them as residents of the county where they are incarcerated.

A more accurate description would not include the prisoners. This would give Lincoln County a population of 11,475 with a demographic that is 70% White, 27% Black, and 2% Latino.
