Winnebago County, Wisconsin

According to the 2000 Census, Winnebago County, Wisconsin has a population of 156,763 people. Of those, 148,795 (95%) are White, 1,756 (1%) are Black, and 3,065 (2%) are Latino[1]. However, 2,786 (or 2% of the 156,763 people) are not residents by choice but are people in prison.

Even though prisoners cannot participate in the local community, the Census Bureau nevertheless counts them as residents of the county where they are incarcerated.

A more accurate description would not include the prisoners. This would give Winnebago County a population of 153,977 with a demographic that is 95% White, 1% Black, and 2% Latino.
