Dodge County, Wisconsin

According to the 2000 Census, Dodge County, Wisconsin has a population of 85,897 people. Of those, 81,843 (95%) are White, 2,142 (2%) are Black, and 2,188 (3%) are Latino[1]. However, 4,183 (or 5% of the 85,897 people) are not residents by choice but are people in prison.

Even though prisoners cannot participate in the local community, the Census Bureau nevertheless counts them as residents of the county where they are incarcerated.

A more accurate description would not include the prisoners. This would give Dodge County a population of 81,714 with a demographic that is 98% White, 0% Black, and 2% Latino.
