According to the 2000 Census, Monroe County, West Virginia has a population of 14,583 people. Of those, 13,514 (93%) are White, 872 (6%) are Black, and 72 (0%) are Latino[1]. However, 1,389 (or 10% of the 14,583 people) are not residents by choice but are people in prison.

Even though prisoners cannot participate in the local community, the Census Bureau nevertheless counts them as residents of the county where they are incarcerated.

A more accurate description would not include the prisoners. This would give Monroe County a population of 13,194 with a demographic that is 98% White, 1% Black, and 0% Latino.
