Spokane County, Washington

According to the 2000 Census, Spokane County, Washington has a population of 417,939 people. Of those, 381,934 (91%) are White, 6,659 (2%) are Black, and 11,561 (3%) are Latino[1]. However, 3,396 (or 1% of the 417,939 people) are not residents by choice but are people in prison.

Even though prisoners cannot participate in the local community, the Census Bureau nevertheless counts them as residents of the county where they are incarcerated.

A more accurate description would not include the prisoners. This would give Spokane County a population of 414,543 with a demographic that is 92% White, 1% Black, and 3% Latino.
