Kitsap County, Washington

According to the 2000 Census, Kitsap County, Washington has a population of 231,969 people. Of those, 195,481 (84%) are White, 6,648 (3%) are Black, and 9,609 (4%) are Latino[1]. However, 2,392 (or 1% of the 231,969 people) are not residents by choice but are people in prison.

Even though prisoners cannot participate in the local community, the Census Bureau nevertheless counts them as residents of the county where they are incarcerated.

A more accurate description would not include the prisoners. This would give Kitsap County a population of 229,577 with a demographic that is 84% White, 3% Black, and 4% Latino.
