According to the 2000 Census, Portsmouth city, Virginia has a population of 100,565 people. Of those, 46,096 (46%) are White, 50,899 (51%) are Black, and 1,748 (2%) are Latino[1]. However, 1,237 (or 1% of the 100,565 people) are not residents by choice but are people in prison.

Even though prisoners cannot participate in the local community, the Census Bureau nevertheless counts them as residents of the county where they are incarcerated.

A more accurate description would not include the prisoners. This would give Portsmouth city a population of 99,328 with a demographic that is 46% White, 50% Black, and 2% Latino.
