Fluvanna County, Virginia

According to the 2000 Census, Fluvanna County, Virginia has a population of 20,047 people. Of those, 15,925 (79%) are White, 3,690 (18%) are Black, and 235 (1%) are Latino[1]. However, 870 (or 4% of the 20,047 people) are not residents by choice but are people in prison.

Even though prisoners cannot participate in the local community, the Census Bureau nevertheless counts them as residents of the county where they are incarcerated.

A more accurate description would not include the prisoners. This would give Fluvanna County a population of 19,177 with a demographic that is 81% White, 16% Black, and 1% Latino.
