Culpeper County, Virginia

According to the 2000 Census, Culpeper County, Virginia has a population of 34,262 people. Of those, 26,816 (78%) are White, 6,220 (18%) are Black, and 858 (3%) are Latino[1]. However, 1,279 (or 4% of the 34,262 people) are not residents by choice but are people in prison.

Even though prisoners cannot participate in the local community, the Census Bureau nevertheless counts them as residents of the county where they are incarcerated.

A more accurate description would not include the prisoners. This would give Culpeper County a population of 32,983 with a demographic that is 80% White, 16% Black, and 3% Latino.
