Buckingham County, Virginia

According to the 2000 Census, Buckingham County, Virginia has a population of 15,623 people. Of those, 9,235 (59%) are White, 6,102 (39%) are Black, and 126 (1%) are Latino[1]. However, 1,992 (or 13% of the 15,623 people) are not residents by choice but are people in prison.

Even though prisoners cannot participate in the local community, the Census Bureau nevertheless counts them as residents of the county where they are incarcerated.

A more accurate description would not include the prisoners. This would give Buckingham County a population of 13,631 with a demographic that is 62% White, 36% Black, and 1% Latino.
