Willacy County, Texas

According to the 2000 Census, Willacy County, Texas has a population of 20,082 people. Of those, 14,132 (70%) are White, 439 (2%) are Black, and 17,209 (86%) are Latino[1]. However, 1,063 (or 5% of the 20,082 people) are not residents by choice but are people in prison.

Even though prisoners cannot participate in the local community, the Census Bureau nevertheless counts them as residents of the county where they are incarcerated.

A more accurate description would not include the prisoners. This would give Willacy County a population of 19,019 with a demographic that is 71% White, 1% Black, and 88% Latino.
