Rusk County, Texas

According to the 2000 Census, Rusk County, Texas has a population of 47,372 people. Of those, 35,477 (75%) are White, 9,102 (19%) are Black, and 3,998 (8%) are Latino[1]. However, 2,215 (or 5% of the 47,372 people) are not residents by choice but are people in prison.

Even though prisoners cannot participate in the local community, the Census Bureau nevertheless counts them as residents of the county where they are incarcerated.

A more accurate description would not include the prisoners. This would give Rusk County a population of 45,157 with a demographic that is 76% White, 18% Black, and 8% Latino.
