Mitchell County, Texas

According to the 2000 Census, Mitchell County, Texas has a population of 9,698 people. Of those, 7,227 (75%) are White, 1,242 (13%) are Black, and 3,009 (31%) are Latino[1]. However, 2,534 (or 26% of the 9,698 people) are not residents by choice but are people in prison.

Even though prisoners cannot participate in the local community, the Census Bureau nevertheless counts them as residents of the county where they are incarcerated.

A more accurate description would not include the prisoners. This would give Mitchell County a population of 7,164 with a demographic that is 79% White, 4% Black, and 31% Latino.
