According to the 2000 Census, Limestone County, Texas has a population of 22,051 people. Of those, 15,602 (71%) are White, 4,205 (19%) are Black, and 2,859 (13%) are Latino[1]. However, 902 (or 4% of the 22,051 people) are not residents by choice but are people in prison.

Even though prisoners cannot participate in the local community, the Census Bureau nevertheless counts them as residents of the county where they are incarcerated.

A more accurate description would not include the prisoners. This would give Limestone County a population of 21,149 with a demographic that is 72% White, 18% Black, and 12% Latino.
