Howard County, Texas

According to the 2000 Census, Howard County, Texas has a population of 33,627 people. Of those, 26,950 (80%) are White, 1,390 (4%) are Black, and 12,597 (37%) are Latino[1]. However, 3,959 (or 12% of the 33,627 people) are not residents by choice but are people in prison.

Even though prisoners cannot participate in the local community, the Census Bureau nevertheless counts them as residents of the county where they are incarcerated.

A more accurate description would not include the prisoners. This would give Howard County a population of 29,668 with a demographic that is 79% White, 4% Black, and 31% Latino.
