Houston County, Texas

According to the 2000 Census, Houston County, Texas has a population of 23,185 people. Of those, 15,899 (69%) are White, 6,476 (28%) are Black, and 1,739 (8%) are Latino[1]. However, 2,438 (or 11% of the 23,185 people) are not residents by choice but are people in prison.

Even though prisoners cannot participate in the local community, the Census Bureau nevertheless counts them as residents of the county where they are incarcerated.

A more accurate description would not include the prisoners. This would give Houston County a population of 20,747 with a demographic that is 71% White, 26% Black, and 6% Latino.
