According to the 2000 Census, Hidalgo County, Texas has a population of 569,463 people. Of those, 442,525 (78%) are White, 2,807 (0%) are Black, and 503,100 (88%) are Latino[1]. However, 3,291 (or 1% of the 569,463 people) are not residents by choice but are people in prison.

Even though prisoners cannot participate in the local community, the Census Bureau nevertheless counts them as residents of the county where they are incarcerated.

A more accurate description would not include the prisoners. This would give Hidalgo County a population of 566,172 with a demographic that is 78% White, 0% Black, and 89% Latino.
