Hays County, Texas

According to the 2000 Census, Hays County, Texas has a population of 97,589 people. Of those, 77,014 (79%) are White, 3,588 (4%) are Black, and 28,859 (30%) are Latino[1]. However, 800 (or 1% of the 97,589 people) are not residents by choice but are people in prison.

Even though prisoners cannot participate in the local community, the Census Bureau nevertheless counts them as residents of the county where they are incarcerated.

A more accurate description would not include the prisoners. This would give Hays County a population of 96,789 with a demographic that is 79% White, 3% Black, and 30% Latino.
