According to the 2000 Census, Goliad County, Texas has a population of 6,928 people. Of those, 5,724 (83%) are White, 334 (5%) are Black, and 2,439 (35%) are Latino[1]. However, 38 (or 1% of the 6,928 people) are not residents by choice but are people in prison.

Even though prisoners cannot participate in the local community, the Census Bureau nevertheless counts them as residents of the county where they are incarcerated.

A more accurate description would not include the prisoners. This would give Goliad County a population of 6,890 with a demographic that is 83% White, 5% Black, and 35% Latino.
