Fort Bend County, Texas

According to the 2000 Census, Fort Bend County, Texas has a population of 354,452 people. Of those, 201,896 (57%) are White, 70,356 (20%) are Black, and 74,871 (21%) are Latino[1]. However, 4,081 (or 1% of the 354,452 people) are not residents by choice but are people in prison.

Even though prisoners cannot participate in the local community, the Census Bureau nevertheless counts them as residents of the county where they are incarcerated.

A more accurate description would not include the prisoners. This would give Fort Bend County a population of 350,371 with a demographic that is 57% White, 20% Black, and 21% Latino.
