Sumter County, South Carolina

According to the 2000 Census, Sumter County, South Carolina has a population of 104,646 people. Of those, 52,462 (50%) are White, 48,850 (47%) are Black, and 1,918 (2%) are Latino[1]. However, 1,039 (or 1% of the 104,646 people) are not residents by choice but are people in prison.

Even though prisoners cannot participate in the local community, the Census Bureau nevertheless counts them as residents of the county where they are incarcerated.

A more accurate description would not include the prisoners. This would give Sumter County a population of 103,607 with a demographic that is 50% White, 46% Black, and 2% Latino.
