Luzerne County, Pennsylvania

According to the 2000 Census, Luzerne County, Pennsylvania has a population of 319,250 people. Of those, 308,476 (97%) are White, 5,408 (2%) are Black, and 3,713 (1%) are Latino[1]. However, 3,798 (or 1% of the 319,250 people) are not residents by choice but are people in prison.

Even though prisoners cannot participate in the local community, the Census Bureau nevertheless counts them as residents of the county where they are incarcerated.

A more accurate description would not include the prisoners. This would give Luzerne County a population of 315,452 with a demographic that is 97% White, 1% Black, and 1% Latino.
