According to the 2000 Census, Umatilla County, Oregon has a population of 70,548 people. Of those, 57,852 (82%) are White, 582 (1%) are Black, and 11,366 (16%) are Latino[1]. However, 2,416 (or 3% of the 70,548 people) are not residents by choice but are people in prison.

Even though prisoners cannot participate in the local community, the Census Bureau nevertheless counts them as residents of the county where they are incarcerated.

A more accurate description would not include the prisoners. This would give Umatilla County a population of 68,132 with a demographic that is 82% White, 0% Black, and 16% Latino.
