Malheur County, Oregon

According to the 2000 Census, Malheur County, Oregon has a population of 31,615 people. Of those, 23,959 (76%) are White, 387 (1%) are Black, and 8,099 (26%) are Latino[1]. However, 2,958 (or 9% of the 31,615 people) are not residents by choice but are people in prison.

Even though prisoners cannot participate in the local community, the Census Bureau nevertheless counts them as residents of the county where they are incarcerated.

A more accurate description would not include the prisoners. This would give Malheur County a population of 28,657 with a demographic that is 76% White, 0% Black, and 27% Latino.
