According to the 2000 Census, Payne County, Oklahoma has a population of 68,190 people. Of those, 57,508 (84%) are White, 2,476 (4%) are Black, and 1,463 (2%) are Latino[1]. However, 980 (or 1% of the 68,190 people) are not residents by choice but are people in prison.

Even though prisoners cannot participate in the local community, the Census Bureau nevertheless counts them as residents of the county where they are incarcerated.

A more accurate description would not include the prisoners. This would give Payne County a population of 67,210 with a demographic that is 85% White, 3% Black, and 2% Latino.
