According to the 2000 Census, Ross County, Ohio has a population of 73,345 people. Of those, 67,288 (92%) are White, 4,544 (6%) are Black, and 429 (1%) are Latino[1]. However, 4,615 (or 6% of the 73,345 people) are not residents by choice but are people in prison.

Even though prisoners cannot participate in the local community, the Census Bureau nevertheless counts them as residents of the county where they are incarcerated.

A more accurate description would not include the prisoners. This would give Ross County a population of 68,730 with a demographic that is 94% White, 4% Black, and 1% Latino.
