Noble County, Ohio

According to the 2000 Census, Noble County, Ohio has a population of 14,058 people. Of those, 13,010 (93%) are White, 940 (6%) are Black, and 60 (429%) are Latino[1]. However, 2,074 (or 15% of the 14,058 people) are not residents by choice but are people in prison.

Even though prisoners cannot participate in the local community, the Census Bureau nevertheless counts them as residents of the county where they are incarcerated.

A more accurate description would not include the prisoners. This would give Noble County a population of 11,984 with a demographic that is 99% White, 0% Black, and 0% Latino.
