According to the 2000 Census, Rutherford County, North Carolina has a population of 62,899 people. Of those, 54,592 (87%) are White, 7,066 (11%) are Black, and 1,136 (2%) are Latino[1]. However, 357 (or 1% of the 62,899 people) are not residents by choice but are people in prison.
