Cooper County, Missouri

According to the 2000 Census, Cooper County, Missouri has a population of 16,670 people. Of those, 14,844 (89%) are White, 1,493 (9%) are Black, and 143 (1%) are Latino[1]. However, 1,699 (or 10% of the 16,670 people) are not residents by choice but are people in prison.

Even though prisoners cannot participate in the local community, the Census Bureau nevertheless counts them as residents of the county where they are incarcerated.

A more accurate description would not include the prisoners. This would give Cooper County a population of 14,971 with a demographic that is 94% White, 5% Black, and 1% Latino.
