Winston County, Mississippi

According to the 2000 Census, Winston County, Mississippi has a population of 20,160 people. Of those, 11,141 (55%) are White, 8,719 (43%) are Black, and 243 (1%) are Latino[1]. However, 290 (or 1% of the 20,160 people) are not residents by choice but are people in prison.

Even though prisoners cannot participate in the local community, the Census Bureau nevertheless counts them as residents of the county where they are incarcerated.

A more accurate description would not include the prisoners. This would give Winston County a population of 19,870 with a demographic that is 56% White, 43% Black, and 1% Latino.
