According to the 2000 Census, Pine County, Minnesota has a population of 26,530 people. Of those, 25,047 (94%) are White, 341 (1%) are Black, and 465 (2%) are Latino[1]. However, 967 (or 4% of the 26,530 people) are not residents by choice but are people in prison.

Even though prisoners cannot participate in the local community, the Census Bureau nevertheless counts them as residents of the county where they are incarcerated.

A more accurate description would not include the prisoners. This would give Pine County a population of 25,563 with a demographic that is 96% White, 0% Black, and 1% Latino.
