Saginaw County, Michigan

According to the 2000 Census, Saginaw County, Michigan has a population of 210,039 people. Of those, 158,220 (75%) are White, 39,112 (19%) are Black, and 14,075 (7%) are Latino[1]. However, 1,803 (or 1% of the 210,039 people) are not residents by choice but are people in prison.

Even though prisoners cannot participate in the local community, the Census Bureau nevertheless counts them as residents of the county where they are incarcerated.

A more accurate description would not include the prisoners. This would give Saginaw County a population of 208,236 with a demographic that is 76% White, 18% Black, and 7% Latino.
