Winn Parish, Louisiana

According to the 2000 Census, Winn Parish, Louisiana has a population of 16,894 people. Of those, 11,195 (66%) are White, 5,411 (32%) are Black, and 147 (1%) are Latino[1]. However, 1,529 (or 9% of the 16,894 people) are not residents by choice but are people in prison.

Even though prisoners cannot participate in the local community, the Census Bureau nevertheless counts them as residents of the county where they are incarcerated.

A more accurate description would not include the prisoners. This would give Winn Parish a population of 15,365 with a demographic that is 71% White, 27% Black, and 1% Latino.
