According to the 2000 Census, West Feliciana Parish, Louisiana has a population of 15,111 people. Of those, 7,348 (49%) are White, 7,633 (51%) are Black, and 157 (1%) are Latino[1]. However, 5,022 (or 33% of the 15,111 people) are not residents by choice but are people in prison.

Even though prisoners cannot participate in the local community, the Census Bureau nevertheless counts them as residents of the county where they are incarcerated.

A more accurate description would not include the prisoners. This would give West Feliciana Parish a population of 10,089 with a demographic that is 62% White, 37% Black, and 1% Latino.
