East Carroll Parish, Louisiana

According to the 2000 Census, East Carroll Parish, Louisiana has a population of 9,421 people. Of those, 2,977 (32%) are White, 6,339 (67%) are Black, and 112 (1%) are Latino[1]. However, 903 (or 10% of the 9,421 people) are not residents by choice but are people in prison.

Even though prisoners cannot participate in the local community, the Census Bureau nevertheless counts them as residents of the county where they are incarcerated.

A more accurate description would not include the prisoners. This would give East Carroll Parish a population of 8,518 with a demographic that is 33% White, 66% Black, and 1% Latino.
