According to the 2000 Census, Claiborne Parish, Louisiana has a population of 16,851 people. Of those, 8,728 (52%) are White, 7,982 (47%) are Black, and 128 (1%) are Latino[1]. However, 924 (or 5% of the 16,851 people) are not residents by choice but are people in prison.

Even though prisoners cannot participate in the local community, the Census Bureau nevertheless counts them as residents of the county where they are incarcerated.

A more accurate description would not include the prisoners. This would give Claiborne Parish a population of 15,927 with a demographic that is 53% White, 46% Black, and 1% Latino.
