According to the 2000 Census, Allen Parish, Louisiana has a population of 25,440 people. Of those, 18,291 (72%) are White, 6,259 (25%) are Black, and 1,146 (5%) are Latino[1]. However, 3,903 (or 15% of the 25,440 people) are not residents by choice but are people in prison.

Even though prisoners cannot participate in the local community, the Census Bureau nevertheless counts them as residents of the county where they are incarcerated.

A more accurate description would not include the prisoners. This would give Allen Parish a population of 21,537 with a demographic that is 78% White, 19% Black, and 1% Latino.
