Muhlenberg County, Kentucky

According to the 2000 Census, Muhlenberg County, Kentucky has a population of 31,839 people. Of those, 29,989 (94%) are White, 1,480 (5%) are Black, and 232 (1%) are Latino[1]. However, 924 (or 3% of the 31,839 people) are not residents by choice but are people in prison.

Even though prisoners cannot participate in the local community, the Census Bureau nevertheless counts them as residents of the county where they are incarcerated.

A more accurate description would not include the prisoners. This would give Muhlenberg County a population of 30,915 with a demographic that is 95% White, 4% Black, and 1% Latino.
