According to the 2000 Census, Shawnee County, Kansas has a population of 169,871 people. Of those, 140,811 (83%) are White, 15,337 (9%) are Black, and 12,330 (7%) are Latino[1]. However, 1,316 (or 1% of the 169,871 people) are not residents by choice but are people in prison.

Even though prisoners cannot participate in the local community, the Census Bureau nevertheless counts them as residents of the county where they are incarcerated.

A more accurate description would not include the prisoners. This would give Shawnee County a population of 168,555 with a demographic that is 83% White, 9% Black, and 7% Latino.
