Livingston County, Illinois

According to the 2000 Census, Livingston County, Illinois has a population of 39,678 people. Of those, 36,629 (92%) are White, 2,053 (5%) are Black, and 1,056 (3%) are Latino[1]. However, 2,670 (or 7% of the 39,678 people) are not residents by choice but are people in prison.

Even though prisoners cannot participate in the local community, the Census Bureau nevertheless counts them as residents of the county where they are incarcerated.

A more accurate description would not include the prisoners. This would give Livingston County a population of 37,008 with a demographic that is 97% White, 1% Black, and 2% Latino.
