Washington County, Georgia

According to the 2000 Census, Washington County, Georgia has a population of 21,176 people. Of those, 9,683 (46%) are White, 11,265 (53%) are Black, and 134 (1%) are Latino[1]. However, 1,081 (or 5% of the 21,176 people) are not residents by choice but are people in prison.

Even though prisoners cannot participate in the local community, the Census Bureau nevertheless counts them as residents of the county where they are incarcerated.

A more accurate description would not include the prisoners. This would give Washington County a population of 20,095 with a demographic that is 46% White, 53% Black, and 1% Latino.
