Rockdale County, Georgia

According to the 2000 Census, Rockdale County, Georgia has a population of 70,111 people. Of those, 53,100 (76%) are White, 12,771 (17%) are Black, and 4,182 (6%) are Latino[1]. However, 453 (or 1% of the 70,111 people) are not residents by choice but are people in prison.

Even though prisoners cannot participate in the local community, the Census Bureau nevertheless counts them as residents of the county where they are incarcerated.

A more accurate description would not include the prisoners. This would give Rockdale County a population of 69,658 with a demographic that is 76% White, 18% Black, and 6% Latino.
