Evans County, Georgia
According to the 2000 Census, Evans County, Georgia has a population of 10,495 people. Of those, 6,474 (62%) are White, 3,461 (33%) are Black, and 625 (6%) are Latino[1]. However, 412 (or 4% of the 10,495 people) are not residents by choice but are people in prison.
Even though prisoners cannot participate in the local community, the Census Bureau nevertheless counts them as residents of the county where they are incarcerated.
A more accurate description would not include the prisoners. This would give Evans County a population of 10,083 with a demographic that is 63% White, 32% Black, and 6% Latino.
