According to the 2000 Census, Dougherty County, Georgia has a population of 96,065 people. Of those, 36,315 (38%) are White, 57,762 (60%) are Black, and 1,292 (1%) are Latino[1]. However, 1,080 (or 1% of the 96,065 people) are not residents by choice but are people in prison.

Even though prisoners cannot participate in the local community, the Census Bureau nevertheless counts them as residents of the county where they are incarcerated.

A more accurate description would not include the prisoners. This would give Dougherty County a population of 94,985 with a demographic that is 38% White, 60% Black, and 1% Latino.
