According to the 2000 Census, Dodge County, Georgia has a population of 19,171 people. Of those, 13,219 (69%) are White, 5,637 (29%) are Black, and 248 (1%) are Latino[1]. However, 1,047 (or 5% of the 19,171 people) are not residents by choice but are people in prison.

Even though prisoners cannot participate in the local community, the Census Bureau nevertheless counts them as residents of the county where they are incarcerated.

A more accurate description would not include the prisoners. This would give Dodge County a population of 18,124 with a demographic that is 71% White, 28% Black, and 1% Latino.
