Clarke County, Georgia

According to the 2000 Census, Clarke County, Georgia has a population of 101,489 people. Of those, 65,852 (65%) are White, 27,656 (27%) are Black, and 6,436 (6%) are Latino[1]. However, 583 (or 1% of the 101,489 people) are not residents by choice but are people in prison.

Even though prisoners cannot participate in the local community, the Census Bureau nevertheless counts them as residents of the county where they are incarcerated.

A more accurate description would not include the prisoners. This would give Clarke County a population of 100,906 with a demographic that is 65% White, 27% Black, and 6% Latino.
