Charlton County, Georgia
According to the 2000 Census, Charlton County, Georgia has a population of 10,282 people. Of those, 7,052 (69%) are White, 3,008 (29%) are Black, and 81 (1%) are Latino[1]. However, 1,052 (or 10% of the 10,282 people) are not residents by choice but are people in prison.
Even though prisoners cannot participate in the local community, the Census Bureau nevertheless counts them as residents of the county where they are incarcerated.
A more accurate description would not include the prisoners. This would give Charlton County a population of 9,230 with a demographic that is 72% White, 25% Black, and 1% Latino.
