According to the 2000 Census, Ben Hill County, Georgia has a population of 17,484 people. Of those, 11,059 (63%) are White, 5,706 (33%) are Black, and 800 (5%) are Latino[1]. However, 97 (or 1% of the 17,484 people) are not residents by choice but are people in prison.

Even though prisoners cannot participate in the local community, the Census Bureau nevertheless counts them as residents of the county where they are incarcerated.

A more accurate description would not include the prisoners. This would give Ben Hill County a population of 17,387 with a demographic that is 63% White, 32% Black, and 5% Latino.
