Jackson County, Florida
According to the 2000 Census, Jackson County, Florida has a population of 46,755 people. Of those, 32,811 (70%) are White, 12,418 (27%) are Black, and 1,361 (3%) are Latino[1]. However, 4,854 (or 10% of the 46,755 people) are not residents by choice but are people in prison.
Even though prisoners cannot participate in the local community, the Census Bureau nevertheless counts them as residents of the county where they are incarcerated.
A more accurate description would not include the prisoners. This would give Jackson County a population of 41,901 with a demographic that is 73% White, 24% Black, and 2% Latino.
